# Search record — attempts to recover the missing documents

Written so that a future effort starts where this one stopped rather than
repeating it. Negative results are recorded as carefully as the positive one:
knowing that an avenue is genuinely exhausted is worth as much as knowing where
a document was found.

**Date of search:** 2026-07-29. **Outcome:** 1 of 16 recovered.

## What was missing, and why

The site's *Finanzas Universitarias* page linked 15 budget memorials —
**MEMORIAL DEL PRESIDENTE DE LA UPR - PRESUPUESTO** — plus one video,
`3DTimeline.mov`. None of them lived on the site. All 16 were served from a
Dropbox public folder at `dl.getdropbox.com/u/1954728/`.

That single fact explains the whole problem. Dropbox retired `/u/` public links
in 2017, and the Wayback Machine never captured any of them, because they were
direct file downloads behind a redirect — a shape crawlers rarely follow.

**Corrected inventory.** The archived index page shows **7 CA + 8 SE = 15**
memorials, not 16 as first counted. CA (Cámara) runs 2003-2004 → 2009-2010; SE
(Senado) runs 2002-2003 → 2009-2010. **2002-2003 exists only as SE** — there was
never a 2002-2003 CA. The index itself is readable at:

Found in the Puerto Rico Office of Management and Budget's virtual library —
**not** in any archive of `hoy.upr.edu`, and not from a personal backup.

Confirmed by reading it, not by filename. It is a scan with no text layer, so
the pages were rendered: the cover reads *UNIVERSIDAD DE PUERTO RICO /
PRESUPUESTO 2008/2009 / SENADO DE PUERTO RICO*, and page 2 opens *"Mi nombre es
Antonio García Padilla y soy Presidente de la Universidad de Puerto Rico.
Comparezco ante esta Honorable Comisión…"*. Correct document, correct year,
correct chamber.

**Trap for anyone repeating this:** the earlier capture `20230606155436` is
truncated at exactly 1 MB. Use the 2024 timestamp.

### The board-certification lead — tested, and it does not carry

The site's author suggested the memorials might accompany a Junta de Síndicos
certification from the year of publication. Worth testing, and it was: all eight
budget certifications spanning 2002-03 → 2009-10 were located at `docs.upra.edu`
and **read in full**, including rendering the four that are scans.

**The lead does not pay out.** These are the board approving the institutional
budget *"previa recomendación del Presidente"*. None transmits or annexes the
memorial; none contains the word *memorial*. They are the board-side counterpart
to the President's legislative testimony, not a carrier for it. Worth keeping as
context, but this avenue is closed.

## Closed since the first pass

**The author's own Dropbox account: searched, nothing found.** This was the
highest-yield avenue and it is now exhausted. Dropbox retired `/u/` public links
in 2017 and moved public-folder contents into a `Public` folder rather than
deleting them, so the files were expected to survive there. They did not.

**`uprm.edu`: swept per-subdomain, no memorials.** The domain-wide CDX queries
that timed out in the first pass were re-run against `www.uprm.edu`,
`oiip.uprm.edu`, `senado.uprm.edu` and the bare domain, bounded 2002-2012. Zero
hits on *memorial*.

That sweep did surface something adjacent, worth recording so it is not chased
again as if it were the answer. An archived UPRM page at `/caep/` carries a menu
listing eleven budget PDFs by fiscal year, keyed to Junta de Síndicos
certification numbers and running 2000-2001 through 2009-2010. One was retrieved
and read: `PRESUP-2008-2009-CERT-JS-83-07-08.pdf`, captured 2010-06-10, which is
**Certificación Número 83, 2007-2008**, signed by Secretary Salvador Antonetti
Zequeira, approving the FY2008-2009 budget of $1,550 million "previa
recomendación del Presidente", with the operational budget incorporated into the
certification itself.

That is the board's action with its budget annex, not the President's testimony
to the legislature. It confirms a second way what the first pass found: the
certification route does not carry the memorial.

**`certificaciones.upr.edu`: still unreachable.** The site loads but its API host
`peiaapitest.tnl.tech` continues to return HTTP 522. Low expected value in any
case, since the eight relevant certifications were retrieved elsewhere.

## Still open

Every online avenue is now exhausted. What remains is offline or procedural.

1. **A public records request.** These are public records of the University of
   Puerto Rico, subject to Puerto Rico's sunshine provisions, and the President
   filed them with the Legislature. A formal request to UPR Central
   Administration, to the Office of Management and Budget, or to the Senate and
   House finance committees is the strongest remaining route, and the only one
   with a defined process behind it.
2. **OGP's physical library**, *Biblioteca Miguel J. Rodríguez Fernández*, Viejo
   San Juan. It holds the print memoriales; the digitized set at
   `bvirtualogp.pr.gov` is only a subset. The likeliest route to the 2002-2008
   originals and to the 2008-2009 **CA** variant, since OGP digitized only the
   Senate copy.
3. **UPR Central Administration / Junta de Gobierno secretariat archives.** The
   President's office would have retained its own testimony files for 2002-2009.

## The other missing items

**`UPRINVERSIONESTRATEGICA.pdf`** — *La Universidad: Inversión Estratégica de
Puerto Rico*, linked once from the home page in the 2009-09-29 capture. The CDX
index was queried for every form of the address and for the whole `upr.edu`
domain filtered on `inversionestrategica`: zero captures. Unlike the memorials
this one *was* hosted on the site, so its absence means no crawler ever fetched
it before the site went dark.

**`3DTimeline.mov`** — same Dropbox folder as the memorials, same outcome.

**Two navigation targets** (`junta-de-subastas`, `junta-de-apelaciones-1`) — no
crawl ever captured either address, and both returned 404 whenever one was
attempted, two and eleven years after the links first appeared. Whether the pages
ever existed cannot be settled from the archive.
